I think the beauty of Twitter is that each user has a unique experience with the service. I get to customize who I follow, and why. I get to determine how often I check for new messages. I get to choose if I want to use a client, or just stick to the website.
The people I follow on Twitter tweet about things I'm interested in. If I start following someone, and they flood my timeline with useless or uninteresting tweets, I simply unfollow. I don't need an app or client or heaven-forbid twitter itself telling me which tweets I might be interested in.
Twitter is a place where I can discuss and learn about what is happening in the world I care about right now. You're definitely right about one thing. I can't check all of the tweets from everyone I follow, but the important stuff becomes a conversation, and I see it already.
IMO, if you're using Twitter like you use Facebook, you're doing it wrong. But the beauty of Twitter is that you get that choice.
